Tennessee enacted a cargo theft law on July 1 that gives fraudulent freight theft its own legal definition for the first time. Fake identity pickups. Unauthorized reroutes. Unconsented cargo handoffs. All named crimes now — with mandatory police investigation.
Only 10-15% of cargo theft ever gets reported. The new laws have no cases to prosecute without incident reports.
